Who should provide a reference for an employee?

"A reference should be from an 'authoritative source', normally the current, or most recent, Headteacher. Recruiting managers should be careful to ensure that a reference hasn't been provided by a colleague, thereby effectively making it a personal rather than a professional reference. A reference should be fair, accurate and factual.
